BOATsmart worked well for me but was very time consuming because of the quizzes required after every module. Also, I know it has nothing to do with BOATsmart but a lot of the information was irrelevant to me. I'll never need to know how to give right of way to large ships or how to navigate in the ocean because all I'll be doing is pulling my dad on skis behind our ski boat in a small lake. There should be a section with information on how to properly/safely tow a person behind a boat for water sports because that's probably what 50% of people get their boat license for and the program doesn't even mention it.
