The content is great and thorough, the only thing I would recommend is that they offer a review section for all the sections, as well as a comprehensive review before taking the final exam for the boating license. Also, applying the knowledge to scenarios would be helpful as well, since not all questions are "true/false" type questions, and learning about boating rules and regulations can be abstract.
