Test questions should be about what do you need know to safely drive a boat. Who cares what legislative organization wrote the rule.
You should also break the modules down into smaller sections. If you fail one module it means you need to spend another hour going through it. Smaller sections would shorten that time. It is also a very long time to complete this, I feel it could be shorter.
I also suggest having different levels of licencing like you do for automobiles ie. normal car licence the you can get M for motorcycle or transport truck licence.
