I ordered the 28.5 inch round outdoor sign with printed inserts. This sign, for the cost, is very decent in quality. It's not a $3000 sign that was originally proposed to me, and which I didn't need. It's a 259.00 sign that does the job very well. I purchased new LED tape lights and a power supply that is UL rated for wet and outdoor use. I will install these. It comes with CE rated lights and and power supply. There is no ground wire, but it is not necessary for a 12-24 volt power supply. It also has blue and brown conductors (wires), which are European colours for conductors. My city requires it to be grounded to pass inspection. It was easier to just change the components out for about $45 and get a really nice, code compliant sign for an incredible price. If you want to use this indoors, buy it and use it "as is". I would buy this sign again for any business venture.
