Very Hard To Return for Full Amount

I bought two dresses from Floryday for a total price of $61.48 USD. Neither dress fit and I returned them.
Rather than refunding 61.48, they refunded only 48.47 with no explanation.
There was a three-week delay between items and there is a 14-day return requirement or no refund. I emailed them to ask what to do.
Floryday sent an email saying," Reminder: Your order was shipped in two packages. For the other package(s) it is still in route. If you choose the return option, we suggest you wait for the arrival of the other package to avoid paying multiple return charges. Please rest assured that it will not affect your 14-days validity."
I did exactly as I was directed and did not receive a full refund.
