If there's no guarantee or picture of it working don't bother, it's most likely broken. It's possible to get a deal but as often as that happens you will get utter rubbish. Check it before hand or don't bother. If you take a punt, do so with the thought that it is probably useless. For TV and Monitor, some of the better JP auction houses show you a picture so you can see it's not working. If you don't get that and you can't test it honestly save your money.
