My experience:
I had a really bad experience with BudgetAir, and they refused to give me any refund for their error. It was showing as hand baggage included. And then all of the sudden after I paid, I received an e-ticket saying no hand baggage included. I emailed and online chatted with several agents, and they all mentioned that no refund will be made because the cost is less than the administrative fee USD$110. All I saw on the purchase page before I purchased is 24 hours cancel promise: no penalty for all refunds.
