“Bought an account, lvl 30, unranked NA. Can't buy champions or rune pages from the shop. Shop works on all my other accounts. I already changed the name and email, and confirmed the email.”

I’m real sorry about that, but there’s a bug with riot’s servers. All you need to do to fix the issue is to go to Collections tab -> Show unowned Champions and then just buy from there.
