“Given that this padlock was purchased specifically for the retractable hose I would have thought that it would have gone through both holes on the stem not just one! Had I known; then I would have purchased a standard padlock from Bunnings at half the cost !”

Hi Alastair, thanks for your review. We are sorry to hear you feel this way. As shown on the product page for the padlock, the lock does only go through one of the holes. The 2 holes are there from an old locking pin design, but the padlock is much more secure.
