In your message you refer to the fact that the diapers don't hold properly because they don't close well at the cuffs. How does this manifest itself then? Are the diapers completely wet inside and can no longer absorb moisture or can you still find dry spots on the fabric when unwrapping them? (The former could indicate that the diapers do not have enough absorbency, the latter could indicate that the covers are leaking or damaged.)
Another thought: Have you tried pushing the florets on the inner diapers inwards so that there is an additional barrier?
