“I am so excited! - For the first time in YEARS I am able to wear mascara on my lower lashes! I have very dry skin in my under eye area and I must wear a very emollient eye cream all day. Most waterproof mascaras are not waterproof enough and the moisture on my under eye area causes them to bleed. I use this mascara in combination with the waterproofing topcoat.
