“I ordered 2 flag mounts and one just had metal plate for the back of the screws and the other had a black piece that looked like it went in the bed rail. Why was the black piece just on the one flag mount?”

According to our supplier, there has been a recent transition to a new nut design for this purpose. You should have received one rail nut with the old style and another with the new style in your package. Both variants are fully functional and compatible with the product. Importantly, as the nuts are not visible once installed, it should not pose any aesthetic or functional issues.
