Can I ask what surface were you using the urine detector on?
Was the room very dark or at night when you used the detector?
Had you used any other products or chemicals previously before using the detector?
Are you using the detector to find wet or dry urine? How long has the urine been there for?
For the light to work at it's best, the room does need to be very dark and no light sources on like TV's and lamps.
The urine detector will also only pick up uric acid crystals which are found in dried urine only. The uric acid hasn't had a chance to crystallise in fresh urine so it will not work in this instance. How long the urine takes to dry depends on the flooring and the moisture in the air.
If using on floorboards for instance, it does take a little while for your eyes to adjust, but when they do, the dried uric crystals, will glow a yellow/greenish colour. A good test, is taking the light into your bathroom ad using it around your toilet. Once you know what you are looking for, it will be much easier to spot the urine spots on your floor.
With carpet, it does make it a bit trickier to find the urine, especially if products have been used to clean the urine up initially.
The urine seeps through the underlay and pools on the subfloor, so when using the light, the uric acid crystals have been removed from the surface and can no longer be seen. The light cannot penetrate through the carpet unfortunately.

When you say the light is poor quality, can you explain what you mean?
Can I ask what surface you are trying to find dried uric crystals on? Carpet, floorboards, tiles?
Was the room dark when you used the detector? TV off and lights off?
Was the urine accident you were trying to find new or old?
