“Phenoxyethanol is used primarily as a preservative. It is regulated, and its concentration cannot exceed 1% of the finished product. Some studies indicate toxic effects on blood and liver. It is also suspected to have effects on the hormones and fertility.
In addition, it is an eye irritant. Finally, it is sometimes responsible for contact allergies, but reactions are rare.
In March, 2019, ANSM (the French Agency for the Safety of Health Products) published a decision requiring that so-called "leave-on" cosmetic products containing the preservative phenoxyethanol be labelled as not suitable for use on the buttocks of children aged 3 years or under.
Cocamide MEA is a derivative of MEA (monoethanolamine), an agent which may causes irritations.
MEA could also react with other substances and form carcinogenic impurities called nitrosamines. However, regulatory requirements dictate the control of these impurities. Today, there are no conclusive studies confirming the actual carcinogenic risk of this ingredient.”
