I purchased a £330 used PC on eBay on October 16, choosing Click and Collect delivery. Tracking shows the item was delivered on October 19. I was never sent the collection code which eBay says I need in order to pick up items from Click and Collect locations. Around a week later the collection code still had not arrived so I raised a dispute with eBay. eBay ruled in the seller's favour, arguing that tracking showed the PC had been delivered to the click and collect location, and it was not their responsibility to make sure the click and collect location actually sends out collection codes allowing items to be collected. I then raised the case with Paypal, which agreed with eBay and ruled in favour of the seller. Around two weeks ago I called eBay and a customer service advisor said they had investigated, the cick and collect location had lost the item, and I should not be charged for an item which I had not received. She agreed to refund the balance from eBay's funds, within 24 to 48 hours, and to send an email confirming her decision. The email and refund did not arrive so I called again on Friday, November 6th. A second customer service advisor agreed to provide a refund from eBay's funds, and even sent an email confirming this decision. Yesterday, November 12th, there is still no refund. eBay first said the refund could not be issued because my Paypal dispute was still open. I called Paypal which confirmed it closed its dispute on November 2, so I called eBay again. eBay then said it had been wrong to say it would provide a refund, and that it could not and would not be refunding my money after all, as Paypal's decision was final. So eBay admits it owes me the money but is unwilling to provide the refund. I am amazed eBay can be so indifferent and chaotic. It has stolen more than £300 and is not interested in resolving the matter, blaming its own internal processes. If I charged somebody for a service, was unable to provide it and then said I would not provide a refund because of a problem with my own systems and processes I would expect to be shut down. I have documents to back all of this up and am determined to keep hassling eBay until it does the right thing and gives me my money back. I will then close my account and never do business with this hopeless setup again.
