Well Carrot was the cheapest new driver insurance and I think they achieve this by having a dashboard which rewards you on how well you are driving so actually gets you into the habit of driving gently, therfore reducing the chances of an accident.
And their online help Chat is extremely responsive and the staff are really helpful.
