The legs should fold flat by the look of the swivel. This doesn't seem to happen although I will try to work this situation again. The table top seems to press fit two legs and swivel the together two legs. Tolerance is too tight on the press fit. To get the fit I hade to disassemble the legs from the core to fit them in and then hope I can control the swivels well enough to engage the screws. Much harder than it should be.
Engineer's thoughts in assembly sheet should be included.
