I am one of the many conned/misled customers of rentalcars.com as well. I have rented a car through their website with "Budget" - on arrival at the desk - I have been told that I need a "International Driving Permit" since my driving licence is "Turkish" driving licence. During the booking process - on the website I have clearly stated that I live in Turkey and my driving licence is Turkish. The booking went through and I had a confirmation mail saying - you are all booked and to pick up the car - you will need 1.Driving licence 2. passport or ID card 3.credit card 4.voucher... No where in the confirmation it says - you will need to provide "IDP". Apparently its in the terms and conditions which goes on and on... I can't get refund because I didn't provide the necessary paper work which I have no knowledge of. So I have to cancel my booking for the misleading website informalities and as well as getting stuck - I have to pay for the car rental I can't even have. I have rented so many cars before from so many different providers and no one ever asked me this document before - including "Budget/ Avis". And with a very poor customer service - the only response I get from rental cars is - "you agreed with our terms & conditions" so get on with it. Embarrassing and shameful business with matching customer service.
